{UAH} EVIDENCE-BASED GOVERNANCE!

The rule of law means that it is law that governs society, and there are laws that govern every single action of every public servant, including the President, in the course of their duties. The Head of State is also expected to be leading the fight against corruption, leading the fight against graft, leading the fight against conflict of interest, and leading the fight against causing financial loss to the state. Therefore in Parliaments ongoing COVID Funds probe for example, he/she would first have to start by making it clear to the people of Uganda on what legal basis they are declaring that a particular public accountability inquiry of a certain public servant, and the institution that this individual serves, is actually an "attack" on that public servant.

Maybe there is something that the Head of State knows which the public doesn't. Because such a statement is only logical if the Head of State has up-to-date information that both the person and the institution in question are clean in regards to the COVID funds probe, and/or up-to-date information that there is malicious intent against the individual and the institution in question using the Parliamentary investigation.

Therefore in order for transparency to prevail, the Head of State should;

1- Present any concrete evidence of either, or both of these above-mentioned possibilities to parliament and the people of Uganda, so as not to be seen as engaging in parasitic interference,

2- Ensure at all times respect for the independence of all the different arms of government, and,

3- Ensure that the institution of parliament conducts it's mandated oversight responsibilities to the letter as prescribed in the Constitution of Uganda, the laws of Uganda, and the rules & regulations of the August House.

Lastly, if the President has taken a public position on a public investigation of a docket under his/her office, then the people of this country are legitimate in expecting their Parliamentary committee to officially communicate its position and any concerns related to all the above substantive issues and principles, and any others pertinent to the matter, in an official public memo to the Head of State, and await for an official evidence-based written response as is the norm for all official communications between state institutions.

Clarity and the rule of law must always prevail over institutionalized governance vandalism, and over any attempt at super-imposing procedural mediocrity over law in the name of science.
