{UAH} THE BACK ALLEY SECTION OF UGANDA POLITICS

Few days ago I wrote a piece about a Toronto politician that was dropped by the  federal Liberals for in his life he got arrested of sexual assault, charged but the charge was thrown out of court thus he never went to court, and never sat Infront of a judge. This morning I need to raise the back alley part in Uganda politics. Well where is better to start than the Obote politics. Obote was the president of Uganda two times, I need to spend a second on his life between those two presidency. What did Obote spend his time on during the gap of the two presidency? He spent that time in Tanzania sabotaging Uganda. At the time we had a country so transformed from what the Obote one failed to do after independence, to what Amin left it, a very different country. Obote walked into Lango on several times under the cover of the night. He sat with parents and convinced them to hand in their children and go to Tanzania and fight Uganda.

 

Both Lango and Acholi actually had moved on from Obote’s presidency, many loved Amin for Amin transformed both regions than what Obote did. Amin toured the regions on several times, he pumped money into them, he ran very good schools, teachers were paid, all hospitals had medicine, and it was handed out freely. Kids started to disappear from those schools, for Obote was taking them at night to Tanzania. Many never came back for they died in the war of 1979. Those that survived are the very Coons that torched and looted Luwero and Kampala. When Obote came back as a president, he did not put a cent into Lango or Acholi as he failed to invest into them during the Obote one government.

 

When UPC members discuss the Obote presidency, they get a huge seizors and cut the entire part of Obote landing into Tanzania in 1971 to flying into Bushenyi in 1980, throw it into the back alley garbage bin and the city truck drives it away under the cover of the night. There is absolutely no discussion on what Obote did to sabotage Uganda. Most of the people that were killed under the Amin presidency, were actually killed on arrangements of Obote, yet that entire part of life is not part of Uganda discussion. Amin closed the Uganda/Tanzania boarder almost his entire presidency, and Acholi with Langi were driving through Kenya into Tanzania and back the same way. Rwandans like Allan Barigye were used as killing machines to sabotage the Amin government, yet all that is not a part of Uganda discussion, for it was thrown into the back alley.

 

Obote failed Lango and he failed Acholi to a point that today even if UPC was to resurrect from the dead those two regions will never vote for the party. Some of us even wonder how UPC as a political party decided not to look into the eyes of Langi and Acholi parents to just explain to them, the value they got out of their dead kids. It is wars, it is running that ended up in camps. Thanks to UPC and thanks to the Obote mass confusion.

 

Allow me to straight away round back again to Dr Kiiza Besigye, yes I have spent days raising him, but when you listen to Abbey Semuwemba the sells man of Besigye in this forum, he sells a man that started politics the day he went to South Africa as an exile and then turn back to fly Uganda four years later. The part where Kiiza Besigye left Nairobi hospital to join the Movement, until when he left it is not in Semuwemba sales catalogue. He got a huge seizors cut it out and throw it into the back alley garbage and the city truck took it away under the cover of the night. I do not intend to talk about the whole time but I need to pin point the time when he was the National Political Commissar.

 

A National political commissar position was created by the Movement to become a very powerful position that would make decisions without waiting for the president’s approval. Thus Besigye used that window to make some very brutal policies in the country. All Ugandans must be Movementists, was one of them, votes by lining behind the candidates was another, Camping Acholi  was a Besigye policy. But among those terrible policies, Dr Kiiza Besigye directed some of the terrible operations in the country, yet Semuwemba drops that entire time and only starts the sale in 1999 when Besigye wrote the document “An insider’s view of how the NRM lost the broad base” a document he later apologized for and actually withdrawn.

 

Many of the violence’s that were done in the Luwero war were actually trained to the fighters by Besigye, opening up the brains by hands was a Besigye training, killing people with obukumbi, Besigye’s training, flipping Acholi and dump a bottle of kerosene in the ass thanks to Besigye training, tying UPC members on trees in Luwero and start a fire on their feet to be roasted alive, thanks to Besigye training. The violence in Acholi camps were done under Besigye instructions, the violence that was done in Mukula was done under Besigyes instructions. All these actions were left in the garbage bag that Semuwemba dumped into the back alley bin.

 

A National political commissar had so much authority to the point of instructing a military operation, to take down half a district with out the knowledge of the minister of Defense, let alone the president. Dr Kiiza Besigye had the authority that a minister never held. So he was able to make decisions of arrests, torture and incarceration without a consent of anyone, that is how powerful was the man. Through that lee way that was handed to the position, he managed to inflict so much pain on very many Ugandans through violence. Besigye’s position was so violent that many Movement leaders not only denounced it but they made a decision to shut down the entire position. I do not even think Besigye was replaced, I think he was the only NPC and the position was just eliminated, for it was just too violent for any one’s taste. Back alley part of politics is not only on Milton Obote and Dr Kiiza Besigye, Yoweri Museveni has one as well, have you seen any discussion about Museveni when he was in Tanzania? Anything when he came back under UNLA? Nope Museveni’s critique starts from the day he walked to Luwero, anything between the 1979 Mutukula attack, to the Western command is inside the garbage bag and into the back alley.

 

Uganda politics will never clean up, for Ugandans at large use firkin selective memory, for when you have the same problem with Obote Besigye and Museveni, that is a life style. We hear and tell only what we are comfortable with, than telling the truth. Calling for a commission on the Amin and Museveni government violence, and you do not call Obote, Museveni and Besigye to the stand, is like holding a commission on the Nairobi peace jokes, and you leave out Dr Kawanga Semogerere. What the hell are you doing?
