{UAH} Alleged Kigali support for M23 rebels has soured relations between Rwanda and DRC: Nixon Katembo

So when the M23 were kicked out under Kabila Jr. using African union forces led by south Africa defence force , Akagame closed the boarders and cut off communications , the M23 were received by Ssabalyanyi and well housed.

How come M23 is back into Rwanda?
