{UAH} Why is a Canadian resident visa hard to get?

They are impossible to get because they don't exist. Canada has visitor visas, study permits, work permits (rarely) and permanent residency (not a a resident "visa"). Permanent residency is hard to get get because Canada uses a merit based immigration system and sets the criteria bar very high. Canada sets the bar high because Canada needs immigrants who can and will succeed in Canada, not immigrants who will become a burden.
