{UAH} 1980 Quasi presidential system?

 I have learnt with horror  - that the 1980 Elections for President was held under a non-existent system (legally). Honestly, I'm still under shock that a whole Country with a scholarly Judiciary could have allowed this by not giving Legal Advice/Opinion. That would have been good for the record. QUASI PARLIAMENTARY SYSTEM  ?

Because of the effects of the famous Daudi Ochieng motion, that in essence resulted in a vote of no confidence in Obote, he feared the Parliamentary system. Hence the 1967 constitution deliberately created this Quasi presidential system.
