{UAH} Deputy speaker seems to be pressing the right notes

The Deputy Speaker of Parliament intends to advise " Government '' to stop paying University students who come from rich families but instead pay the fees for the students who come from poor families!!

The same Hon Deputy Speaker also ironically concur that the children of the rich families who get University sponsorship are those who sat for their A'Levels in affluent schools and UNEB justifiably awarded them very good principal passes. Perhaps these are students who join Universities with say 17, 18, 19 and 20 points.

The Hon Deputy Speaker is very well aware that majority of the children from poor families struggling with their Senior 5 and 6 in village schools with limited resources.  For these to obtain say 3 or 2 principal passes with A's or B's  is not a norm. Very many of them may comfortably get say 11, 12, 13 points. 

Because they have the University minimum requirements of 2 principal passes they are admitting after the Joint Admission Board has taken off the "cream".

Here-in the Hon Deputy Speaker may be implying that such A'Level students with weak grades should receive first priority when government is paying University students' fees.

It is a quagmire but all the same there must be a way of bailing out the poor families. This is where we call upon experts in systems designers to help the Deputy Speaker in driving his ideas home but at the same time not discouraging students of the rich families from scoring A's and B's  in their A: Levels.

In order to assist the relatives disadvantaged University students, government put up a quota system of making University places according to their A'LEVEL Districts

There is also the 1.5 points given to the girls entering Universities.
