"FDRL and its backers want an alternative government in Kigali. FDRL is embedded in the DRC army………the interests we have as Rwanda are completely different from what people think – it's survival. This little Rwanda must survive. We have to be alive. I'm not opposed to anyone's interests in the DRC. For those having their interests in DRC, that is none of my business. You are not going to be able to have your interests fulfilled if there is no peace. I don't understand the calculation. You allow turmoil to go on and expect your interests to be safeguarded? …………………when it comes to us dealing with mercenaries, we really are overstocked to deal with mercenaries. They are the most useless people you can rely on."

The ethnic Hutu FDRL armed rebel group is the oldest and strongest opposed to the government in Kigali. With bases in eastern DRC, FDRL traces its origin from the 1994 genocide in Rwanda when former soldiers, government officials and Interahamwe militias fled to DRC. The invasion, overthrow of Mobutu and indirect occupation of eastern DRC by Kigali has not helped to neutralise the FDRL. On the other hand, the dissident ethnic Tutsi who fell out with Kagame founded the RNC armed rebel group. With the alleged backing of Museveni, attempts were made to unite the FDRL and RNC for a united front against Kigali. Museveni's Minister, Philemon Mateke was the coordinator of this project. With the help of Tutsi like General Kalekyezi in Museveni's government, Kigali presented overwhelming evidence to this effect. It was at this stage that Rwanda had to close its border with Uganda for the next close to three years.
Meanwhile, closely working with the DRC, Kigali delivered a heavy military blow on both RNC bases in South Kivu and the FDRL in North Kivu. Mediation efforts by Angola could not resolve the matter until Museveni's son, Gen. Muhoozi struck a deal that saw the resumption of relations. Kampala moved to win over DRC from Kigali by deploying in eastern DRC, initiating road construction and pushing for the integration of DRC into EAC. The developments saw the reemergence of the Kigali backed M23 rebellion in North Kivu. The RNC simply disappeared from the public domain and it's not clear if its top leadership simply gave up or went underground? Did Kampala just give up on RNC or its facilitation efforts went underground? Did RNC lose the Kampala initiated contact with FDRL for close cooperation? Why wouldn't the RNC seek the help of Kinshasa? Is Kampala one of the entities that Kagame is referring to as having interests in DRC? What is Kampala's position in the ongoing Kinshasa – Kigali fallout? While Kigali is for UKraine, Kampala is for Moscow. Is the latter having a link with the Russian mercenaries helping Kinshasa?
