{UAH} Simple question

Baboons,

As far as I know there wasn't any parliament sitting in Uganda's 70s even though it housed the president's office- which should have been an eyesore for the dictator since he hated all things Politics and MPs alike

Question is, what was the Westminster-style chamber being used for during the 8 brutal years?

Consider Baboon was garnering cow-miles from browsing Karamoja savanna
