This piece reminds me one of the greatest things Iddi Amin did in Uganda, it was to save as many lives of Ugandans during the 1979 brutal war. Amin removed every willing Ugandan out of arms way and in that way, the UPC Coons that came with a very clear agenda of murdering every single Ugandan  found, failed and in so many ways. There is a reason the Luwero war created so many mass graves when the 1979 war never created them. Iddi Amin removed almost every civilian out by bus, by army trucks, and a warning went out every day, if we find you in the following villages we will treat you like an enemy. The following villages start preparing for we are removing you next, the war is approaching. In the Luwero war the Edward Pojims were arresting principles of boarding schools that were shutting them down, all  boarding schools were instructed to remain running, and all girls that were left were raped by Acholi Coons, Ndejje being a classic example.

 

Amin made another interesting decision, he instructed all government offices to advance salaries to their employees, so that they have money into pockets to make sure they survive the war. At a time I was working with Uganda Posts and Telecommunication, and all I needed was my PF number and identification, to walk into any Uganda posts and telecommunication office nationwide and get an advance and in any amount I needed. That amount was all tallied to my name and the plan was that after the war, the same amount will be deducted on my future pays and returned to the department. This happened in all ministries, all departments I do not care who you worked for.

 

Two issues that make me growl when idiots in this forum go after Iddi Amin.

 

A} During the entire Luwero war UPC never saved a single life in Luwero, to the point that they did not even care about UPC party members. And Luwero had a whole bunch of UPC members, the party abandoned its own members and Museveni their fellow UPC member decapitated all of them. Unlike the program Amin made in 1979 to instruct all government vehicles to take the civilian population out, these friends killed you if they found you running out. And I call on POcure that was the intelligence officer in Katikamu detachment as my first witness to the firkin stand.

 

B} After the 1979 war ended and UPC has walked back to power, those of us that had jobs reported back to our offices, the system started to run as it was running during Iddi Amin’s government. The most boiling question some of us had at the time, was when are the deductions to our pay starting and how much will be deducted every cheque? We used our identification, we used our PF {PF} numbers in case of us that were working with the corporation as I was. We continued to get absolutely no response from the department, from the ministry and from the government at large. Through the Yusuf K. Lule 69 evil days, through the Lukongwa days, through the Military commission days, through the entire Obote two government days, no one cared to inform us how the repayment of our advances will be done. By the way through Museveni’s government the same continues to be true to this very day. They refused to take the cash advances back to the government. Now think about it? How many Ugandans were working for the government? How much was taken out? Why did it become a problem repaying it back? These are questions that UPC as a political party needed to respond to, especially that it has ran our country from the day Iddi Amin exited power to this very day. And you are going into a forum in 2023 to go after Amin. Are you firkin serious !!!!!!

Fraudulent unemployment payments doled out during COVID up to $135B: watchdog

The amount of fraudulent unemployment payments doled out during the pandemic was likely between $100 billion and $135 billion, accounting for up to 15% of the total benefits issued between April 2020 through May 2023, according to a government watchdog. 

The study doubles the original Government Accountability Office’s estimate provided to the House Ways and Means Committee in February. 

And the actual level of fraud could be even higher, despite more than a billion dollars allocated to states by the Biden administration for unemployment fraud prevention, detection, investigation and recovery. 

“The full extent of [unemployment] fraud during the pandemic will likely never be known with certainty,” the GAO said in a report released Tuesday.

States have reported recovering only about $6.8 billion in pandemic-era unemployment overpayments, including $1.2 billion in fraudulent payments – or less than 1% of the staggering potential fraud total estimated by GAO. 

“The unprecedented demand for [unemployment] benefits and the urgency with which states implemented the new programs during the pandemic increased the risk of improper payments, including, but not limited to, those due to fraud,” the report notes.

The March 2020 CARES Act beefed-up unemployment benefits with federal dollars, providing the jobless with an additional $600 in weekly benefits – later reduced to $300 – for as long as 79 weeks. 

“From April 1, 2020, through May 31, 2023, expenditures across the [unemployment] system totaled approximately $900 billion, according to Department of Labor (DOL) data,” the GAO found. 

The study was conducted in response to a request from Sen. Mike Crapo (R- Idaho) and Rep. Jason Smith (R-Mo.).

“These shocking estimates continue to grow, and, as GAO notes, we may never know the full scope and scale of fraudulent pandemic payments,” Crapo, the ranking member on the Senate Finance Committee, said in a statement.   

“Unfortunately, the Administration’s efforts to address over one hundred billion dollars in fraud in the [unemployment] program have fallen woefully short. Congress should pass the Protecting Taxpayers and Victims of Unemployment Fraud Act to recoup stolen funds for victims and prevent similar large-scale theft from happening in the future,” he added. 

Smith, the chairman of the House Ways and Means Committee, called the estimated fraud “the greatest theft of taxpayer dollars in American history” and demanded that Senate Democrats  “take immediate action” to combat it.

“I am extremely alarmed by these findings and even more convinced that immediate action is needed to recover as much taxpayer dollars as possible,” Smith said Tuesday.

“Unemployment fraud punishes workers and families by taking resources away from law abiding Americans who deserve assistance and puts those resources directly in the pockets of criminals. The unfortunate reality is that every day President Biden spends ignoring this problem, the chances of recovering stolen tax dollars on behalf of these fraud victims grow less.”

The GAO notes that the Biden administration’s Department of Labor “expressed concerns” with the study’s methodology “and stated that the resulting estimate was likely overstated.” 

GAO said that it “disagrees” with the Labor Department’s assessment of the study.
