Leaked U.S. Strategy on Ukraine War Reveals Deep Worries of Corruption

As Congress' support of the war in Ukraine wavers, a new report suggests that the Biden Administration is more worried about corruption within Ukraine than previously believed.

Knewz.com has learned that the documents "stress" that corruption could cause Western allies to pull back on supporting Ukraine's fight against Russia.

POLITICO obtained a "sensitive but unclassified" document detailing U.S. strategy in Ukraine which revealed the administration is working to root out corruption and reform several of the country's sectors.

“Perceptions of high-level corruption” could “undermine the Ukrainian public’s and foreign leaders’ confidence in the war-time government," the documented stated, according to the outlet.

The information conflicts with the public version of the document that was posted on the State Department's website in September.

Thepublic version of the document is significantly shorter than the "Integrated Country Strategy" document. The document reportedly details objectives in Ukraine, such as privatizing banks and helping schools teach English so that the country is more in line with NATO protocols.

"Even as Ukraine fights to liberate its territory, the fight for the future is also important," the document states. "President [Volodymyr] Zelenskyy campaigned on a promise to clean up corruption and remains publicly committed to rebuilding a Ukraine that benefits all of society. Ukraine cannot afford to push reforms to a post-war period. The country must lay the framework to win the future even now."

The State Department also stressed the importance of a clean Ukraine on its website.

"Ukraine’s commitment to tackling corruption is key to winning its future and to realizing its European aspirations. The United States applauds Ukraine’s commitment to anti-corruption efforts even amid Russia’s brutal full-scale invasion and supports Ukraine as it works to implement key anti-corruption reforms aimed at securing its democratic future, built on the rule of law," a statement on the State Department's website states.

But there has been infighting among U.S. politicians when it comes to corruption in Ukraine. Some Republicans have expressed concern about the amount of money being sent to Ukraine, and some in the White House have been reluctant to back further funding.

The State Department also noted that Ukraine needs to be vigilant in keeping its own country safe from corruption.

"Strong and decisive action by Ukraine’s government and its independent anti-corruption institutions, as well as vigilance by civil society and media, continue to be important to counter corruption, ensure transparency in public procurement, build investor confidence, and hold those in positions of public trust to account," the agency's website states.

POLITICO suggested that much of the document has been kept out of the public view to avoid political infighting in the government and to not encourage other countries to refrain from aiding Ukraine in its fight against Russia.

A U.S. official with knowledge of talks between the United States and Ukraine told the news site that "there are some honest conversations happening behind the scenes" when it comes to Ukraine.

Another anonymous official told POLITICO that the U.S. has Ukrainian officials about possibly putting conditions on financial aid that are tied to "reforms to tackle corruption and make Ukraine a more attractive place for private investment."

However, the official told the outlet that military aid is not being negotiated. According to CBS, the United States has sent $43 billion in aid to Ukraine, which is $13 billion more than from European countries combined.

The Integrated Country Strategy is similar to other documents the U.S. government produces in order to achieve goals associated with other countries.

POLITICO reported that an anonymous State Department official would not say whether or not the document had been shared with the Ukrainian government.

The document reportedly illustrates the United States' concern about the influence of Ukraine's elites on the government.

Deoligarchization, particularly of the energy and mining sectors, is a core tenet to building back a better Ukraine,” the document states, according to POLITICO. It adds that an indicator of success would be if the Ukrainian government “embraces meaningful reforms decentralizing control of the energy sector.”

The document reportedly states that increasing use of the English language in Ukraine and rebuilding U.S. diplomatic ties in the country are key goals laid out.

Funding for Ukraine has become a polarizing issue as the war has now gone on for a year and a half. Russia President Vladimir Putin initially expected the war to be over in months.

Poland, for one, has made the decision to stop sending funding to Ukraine, with Polish Prime Minister Mateusz Morawiecki saying on social media, “We no longer transfer weapons to Ukraine because we are now arming Poland."
