When I wrote here the problems scaring those in the diaspora who are trying to come come and contribute something to their country, I mentioned things like this and the problem of clearing goods, which starts all the way from Mombasa, somebody said I was spoiling the name of the government, and that I should come back and see for myself.  I replied him that Afende Kayihura was on UAH and should shade light on this.

I am glad something is being done - and at least the harbour issue at Mombasa is now solved, but how about the fake clearance agents/companies and the many fake real estate dealers/agents.  I hope the government finds a permanent solution to this. I read there will soon be a computerised register, but how does this involve land that don't have title deeds?

Police are investigating circumstances under which a city land dealer managed to transfer 0.405 hectares (about an acre) of land from the name of a deceased owner into his.

Saturday Vision has learnt that William Muwanga Sebunya, a land dealer, transferred land on plot 282, block 263 in Kayunga village, Senge, Wakiso district, from the name of the late Anna Nabagala into his, without authorisation.

According to documents, Sebunya fraudulently made the transfer on February 22, 2012, four years after Nabagala's death.

Sebunya, who operates in Nansana and Wakiso town councils, purported that he bought the land at sh25m from Nabagala in January 2012.

However, Freddie Mayanja, the deceased's nephew, said her aunt (Nabagala) died in 2008, at the age of 103 and and did not sell the land to anyone.

"I have been living on the land since my aunt bought it in 2000. We were the ones who helped Nabagala purchase it. Who signed on the transfer forms when my aunt is dead? Did he use her ghost?" wondered 40-year-old Mayanja, who says he was appointed administrator of the land in 2007 after a family meeting.

According to Mayanja, they reported a case to Police in Wakiso, when the land title went missing in 2007.

Documents show that Nabagala bought the mailo land without any encumbrances, from Robert Kizimula Mubiru and it was transferred into her name on October 26, 2000.

Saturday Vision has established that after Nabagala passed on, Sebunya enlisted services of a yet-to-be-identified woman, who signed as Nabagala, to facilitate the land transfer process.

An impeccable source revealed that the Police have acquired photos of Sebunya and the woman he used and are now hunting for them.

The source added that the Police want Sebunya and the woman to explain how they got the deceased's land title, which is still missing.

"We have been looking for Sebunya and the lady who signed as Nabagala, but they are still elusive. Sebunya's known cell phone is on-and-off," the officer said.

Several attempts by Saturday Vision to get Sebunya's comment were futile, as his cell phone was off.

According to sources, Sebunya was able to effect the fraudulent land transfer with the help of several officials, including those in the lands registry.

Mayanja said he got to know that the land ownership had been transferred into Sebunya's name after he secured letters of administration last year and wanted to get a special title since the original one was missing.

"The officials at the lands registry rejected my application for a special title, on grounds that the it had been transferred from my aunt's name to that of Sebunya," he narrated.
