{UAH} FRANK/GEORGE OKELLO- BLACK MWESIGWA, MARTIN MWESIGA, MAGARA, TINYE AND THE ANKOLE ROYAL FAMILY

WHAT WAS THE BASIS OF HISTORICAL HIMA DIVISIONS WITHIN MUSEVENI'S NRA?

The Hima derive their prestige from the cattle wealth. Before Museveni came to the political scene, there existed historically prominent and wealthy families who had greatly advanced in living standards and education in particular. The Kaguta family was no where near and that is how the teenage Museveni had to be tended to by the Byanyima family. Since Museveni came to power he has uplifted some of the ordinary Hima into accumulated wealth and advancement in education through patronage. Within the Hima elders there exists two classes i.e those of the 'Museveni wealth' and those of the 'hereditary wealth'.

A number of respectable elders in the Hima community believe that Museveni was responsible for the unexplained demise of their sons the days of FRONASA. Notable among them were Mwesigwa Black, Martrin Mwesiga, Margret Kyogaire, Lt. Col. Ndahendekyere and others. During the 1980 elections, Museveni also contested for the Nyabushozi area MP against Sam Kuteesa. Seen as an ordinary Hima whose origin and home was not clear, Museveni was outrightly rejected by the area Hima dominated residents and elected Kutesa. To assimilate into the community, Museveni has tried intermarriage with such strong families like the Kutesas and Karugire. By elavating their sons to higher positions, he has registered a new club of Hima elder composed of the likes of Mzee Kaguhangire father of Brig. Mugira, Mzee Rwakitarate father of Brig. Moses Rwakitarate and a few others. For similar reasons, when he took to the bush in 1981 upto the time he came to power almost no prominent Hima elder or elites associated with his bush war. Yes a few were harrassed and even killed in Mbarara i.e the Kananura, Rwancwende and others but Hima as a community were not targeted because goverment knew that he did not have their approval.

In the bush NRA had a number of elite Himas from the royal lineage. Sam Magara had abandoned him in the 1970s in Tanzania when he ran to Obote for help to study law at DaresSalaam University. During the Moshi conference, he represented Eteker Ejalu's SUM. In the bush, he became the Army Commander after the death of Ahmed Seguya. Being a lawyer and an inspiring commander, he won the confidence of the fighters. He openly advocated for the removal of Museveni from Leadership. This prompted Museveni to rush back to the bush from Sweden where he had overstayed with his family in order to resolve the imphase. In the midist of that confusion Magara defied Museveni and made a trip to Kampala. He was attacked by government soldiers and shot dead at Katenta Apuuli's residence just below Rev. Binaisa's home in Mengo. The NRA clandestine team acting on istructions from above had indirectly leaked Magara's presence to government.

With Magara now put out of action, Museveni moved on elite, royal and lawyer, Fred Rubereza and he was knocked off. Next was Hannington Mugabi who was shot by Jack Mucunguzi. Mucunguzi was found guility and sentenced to death. Museveni quashed the sentence and instead sent Mucunguzi to Nairobi. He always brags that "for us in the bush if you murdered, we would also kill you". After the war Mucunguzi was posted to URA as the overall security officer where he works todate. He simply executed orders from above.

After coming to power, the first victim was another royal Namara Katabarwa who was kept in detention on flimsy charges until he died. Next was David Ndayondi who had been a senior officer in ISO but was unusually transfered to the army as the Gulu based 4th Division Intelligence Officer. Shortly after he was allegedly killed by an enemy bullet inside Gulu Barracks. Sincerely, when an enemy fire hits a highly positioned Division Intelligence Officer inside an established Division headquarters, then the enemy will have overun the base. No such major battle has ever been recorded in the history of the northern Uganda insurgency. Next was Peter Mucokori who died of frustrations and overdrinking. Tom Taremwa deserted the NRA and fled to the USA where he lives. Magara's only remaining son was last heard of when he had joined the army but was detained on charges of loitering around then State House Nakasero. The likes of Tumwine and the Katsigazis are Bahindas but not from the royal lineage. The appointment of Frank Mwine to UCB was meant to reconcile with the royal family.

It is against that background that Museveni opposed the restoration of the Ankole Monarchy. Tinyefuza and Tumwine attempted to forcefuly coronate Prince Barigye but they had to pay a heavy price for their actions. Tinyefuza marries from the royal family and that factor contributes to his woes with Museveni. The same applied to Andrew Lutaaya who also marries from the royal family.
