Rwanda government launches a 'non-surgical' circumcision program

Rwanda government is launching the program of 'non-surgically' circumcision in order to make the HIV rate go down.
For help of raising an "AIDS-free generation" government suggests to use a device known as PrePex. While describing the new method, Agnes Binagwaho, Minister of Health stated that it is "clinically validated as a bloodless procedure that doesn't necessitate injected anesthesia". He also added that "Rwanda is the first country to launch non-surgical male circumcision with an aim of reducing HIV infection".
Government is planning on circumcising 700,000 adult men by the end of 2016.
The manufacturers of PrePex confirmed that their invention is very easy in use, which takes only five minutes to apply and that with the help of it, circumcision becomes "a very simple procedure that any nurse can conduct."
For now PrePex is used not only in Rwanda but in other African countries, such as Botswana, Kenya, Mozambique, South Africa, Uganda, Zambia and Zimbabwe.
