Parliamentary Commission FIRES Director of Clerks Emmanuel Bakwega Deepening the frosty Relationship between Speaker Kadaga and Premier Mbabazi

In a move that will send shockwaves around the corridors of the Ugandan Parliament, the Parliamentary Commission has dismissed the Director of Clerks of the Ugandan Parliament Mr. Emmanuel Bakwega.
The Parliamentary Commission that constitutes of four commissioners that include Dr Chris Baryomunsi, Hon Emmanuel Dombo and two others is chaired by the Speaker Hon Rebecca Kadaga. Â
Mr Bakwega found himself in trouble when he abused his office; he is accused of having used a public vehicle to run personal errands contrary to the code of conduct guiding serving public servants.
Bakwega  who is also a lawyer by profession  also abused his office by opening law chambers and participated in court proceedings defending clients in courts of law contrary to the code of conduct which bars public servants from serving elsewhere in different capacities. Â
It was reported that Mr Bakwega reported for duty at Parliament on Thursday last week but was stopped by security from entering his office.
Power Struggles
Bakwega is said to be involved in the power struggles that have pitied the Speaker of Parliament Hon Rebecca Kadaga on one hand and the Ugandan Prime Minister, Hon Amama Mbabazi on the other.
It said that Mbabazi preferred Mr. Bakwega who hails from Rukungiri, while Kadaga preferred Kagole Kivumbi as the Director of Clerks to the Ugandan parliament.Â
But sensing the power struggles between them, President Museveni wisely side stepped the choices of the two feuding NRM gurus and chose to appoint Jane Kibirige as clerk when long serving clerk Aenius Tandekwiire retired in 2011.
The retirement of Tandekwire from parliament brought to an end an illustrious service of a historical civil servant who joined the civil service in June 1972, straight from his University education in Dar-Es-Salaam Tanzania. He was posted to parliament in August 1981, known then as the National Assembly, as an Under Secretary.
He was appointed to full Clerk of Parliament in July 1989, a position that he held until his retirement in 2011.
The post would later pit Hon Kadaga and Mbabazi in a cold war with each one preferring to see a person of his choice to take the post. But Museveni appointed Jane Kibirige to avoid the confrontation between is the Prime Minister and Speaker.
Bakwega who hails from Rukungiri then remained as the Director of Clerks, a post that he has since lost after being found wanting by Kadaga’s Parliamentary Commission.
It’s rumoured that Bakwega was constructing a four storied building in Mukono which was not yet complete and his dismissal will hit him hard.
It is also widely believed that Mr Bakwega’s dismissal might deepen the frosty relationship between the Speaker of Parliament and the Ugandan Prime Minister.
