{UAH} Ugandan Media Centre was asking journalists from other EA countries to pay 100 Dollars each to cover the EAC summit

So our Ugandan Media Centre was asking journalists from other EA countries to pay 100 Dollars each to cover the EAC summit, this works how and started when??? So, how will the EAC work under this arrangement when we are supposed to be cooperating?
