Kayihura Tells Parliament, Lukwago and Besigye are to Blame for their House Arrest, as Kadaga Tells Cops to Vacate the Politicians’ Homes Immediately

Police boss Kale Kayihura today turned up at Parliament as summoned for grilling over police brutality and told MPs that Lord Mayor Lukwago and Dr Kiiza Besigye provoked the force into keeping them at their respective homes.

The Parliamentary Committee on Human rights’ chairperson Jovan Kyamateeka summoned Kayihura following the chaotic  KCCA councilors that impeached Lukwago to answer why his men clobbered lawyer Abdul Kiwanuka Kayongo and councilor Allan Ssewanyana who had turned up to deliver  the  court injunction suspending the exercise.

“We cannot restrict their movement if they do not move with gangs. They themselves told the media they will demonstrate which is why we restricted their movements to prevent chaos,� our pries quoted Kayihura as telling MPS. Accordingly Kayihura rejected charge that Police was unfairly restricting Lukwago and Besigye’s movement.

“But the other day Lukwago moved alone and attended the Church service at Lubaga Cathedral. Which policeman arrested him then?" Kayihura argued.

Kayihura was referring to the Sunday prayers which Lukwago attended that Kampala Archbishop Dr Cyprian Kizito Lwanga presided over.

Taken on by Mukono municipality MP Betty Nambooze Bakireke, Kayihura admitted there are civilians who have died during riots, and agreed to Nambooze’s demand that he produces the list of civilians who have lost their lives during city riots. This was because the Police chief had accused the opposition, especially Besigye and Lukwago of leading the city riot that ended with the death of one police officer.

Meanwhile, during the same session, we understand an angry Aruu county MP Odonga Otto accused the majority NRM MPs of plotting to fail the inquiry by cutting sessions.

“This is a matter of national importance and so every human rights conscious MP must not be hobnobbing with the oppressor let alone shying away from standing up to be counted,� Odonga said after it emerged few NRM MPs had turned up for the inaugural inquiry.

However, after receiving reports that Besigye and Lukwago do not have food and cannot access medical services, Kadaga issued an order directing police to immediately leave the duo’s respective homes and let them access their necessities.
