Lukwago Dares M7 to pass Decree banning Election of Kampala Lord Mayor and Do Away with Him Once and For All

Embattled Erias Lukwago has dared President Yoweri Museveni to issue a decree outlawing the election of the Lord Mayor through adult suffrage as his predecessor Idi Amin once did.
In a clearly desperate missive, Lukwago also sarcastically advises the President to enact a law vesting the powers to appoint the City Mayor in his hands the same way his other predecessor Dr Milton Obote did.
“Idi Amin issued a decree that proscribed the election of the City Mayor and the Obote II government enacted a law that vested the powers to appoint the Mayor of Kampala in the office of the President,†Lukwago asserts in his latest missive.
Telling the President that ‘posturing and political grandstanding’ will be of little help to your penchant for power, Lukwago challenges the President to be bold and repeal Article 1(4) of the Constitution which gives people the power to decide on who and they want to be governed through regular free and fair elections.
In the missive, Lukwago accuses the NRM party of masterminding rigging during the 2011 mayoral elections, engaging in warped interpretation of the KCCA Act and attempting to stampede Parliament to approve the Kintu-Magezi forged report that recommended the outright takeover of the city administration by the central government.
Adding that the President also attempted to undermine him through what he calls the ‘botched Bamugemereire Tribunal’ and through the fragrant violation of the court injunction stopping his impeachment, Lukwago quarrels that the head of State is now ‘tinkering with the KCCA Act to scrap the Adult suffrage system, all in the name of removing one person from City Hall.’
