Col Samson Mande Reveals how Museveni missed the Opportunity to Expel Amama Mbabazi in the 1983 Galamba High Command Sitting where Yusuf Lule was also Outfoxed

Exiled Renegade UPDF Colonel Samson Mande has narrated how President Yoweri Museveni missed the opportunity to expel current Premier Amama Mbabazi from the NRM in the High Command meeting that sat in the Luwero jungles in 1983.

Mande also revealed that he personally, moved the motion to dismiss Amama Mbabazi from the NRM for living luxuriously in western capitals using bush war funds and refusing to join the bush struggle as was demanded by the High Command that sat at Galamba.

Instead, Col Mande says, Museveni used the opportunity to take the chairmanship of the NRM by suggesting that Professor Yusuf Lule was also supposed to be removed from the chairmanship of the bush war movement.

Mande also says that it was in that meeting where Amama was nicknamed Karyamazi instead of his preferred Karayaburo nick name.

Below is Col Samson Mande’s unedited missive where he says President Museveni is now stuck with Mbabazi in the exact fashion as President Obote his conspiring Vice President Paulo Muwanga.

‘Uganda jumping from frying pan to fire?’

 Museveni, Mbabazi and the power struggle within NRM BUT CAPTAIN AMAMA MBABAZI WAS NOT UNKNOWN. Little did Gen Museveni know that reneging on the decision of the 1983 Galamba High Command sitting that called for disciplining or expulsion of Amama Mbabazi , Museveni was digging his own 12 feet underneath the earth!!

To the NRA/NRM historicals its common knowledge that Amama Mbabazi had usurped the power of the external committee that was led by Yusufu Lule, mismanaged NRM/A RESOURCES AND AFFAIRS! In the NRA high command sitting in Galamba (the Luwero Triangle) in which I sat, it was unanimously agreed to publically Amama Mbabazi from NRA/M activities after rejecting an order that called him to come and serve like any other combatant in the Bush!

This is after Gen. Museveni had been put to task to explain why there was no help (armament, medicine and funds) coming to from abroad yet we had been briefed that Uganda Diaspora and several countries had given us that support! We had also sent some causalities ( Maj.Gen Henry Tumukunde, Pecos Kutesa etc) for treatment and instead Amama Mbabazi who lived luxuriously on NRM resources mistreated them mbu he had no money to look after them!!

In fact it’s at that moment that one NRA commander Lt.Col Jack Mishambi demanded that Amama Mbabazi’s nickname be changed from KARYABURO to KARYAMAZI ! For reasons best known by Gen. Yoweri Museveni , he stood in the Galamba High Command meeting said we should denounce the entire External Wing of NRM Including the NRM Chairman Yusuf Lule. This put in issue who had the powers to call shots; the NRM or the NRA!

While most members had agreed to Museveni’s suggestion I found it a dangerous maneuver, I raised a minority objection and gave an alternative which reversed the situation! I told the high command that by collectively denouncing the NRM wing that included our NRM leadership we could have:

1. Denounced and rendered incredible the entire struggle

2. Victimized innocent NRM leaders e.g Yusuf Lule R.I.P., Samson Kiseka, Brig. Eriya Kategaya R.I.P., Mathew Rukikaire, Ernest Kakwano , Elly Rwakakooko, Dr Male Mukasa to mention but a few!

3. Created a condition to tear up the struggle because removal of Yusuf Lule as and Samson Kiseka would have put us in to a split between Buganda and NRM since resistance against NRA/M in Buganda had already manifested in the early days of the struggle!

4. Gone beyond our mandate, made a military coup d’état against NRM, set a bad precedent and the ideal we were fighting for –restoration of democracy and civil authority!

5. Have been seed sacrificing allot for havoc done by just one individual and protected him form punishment!

The alternative I suggested was simple: “To call Capt. Amama Mbabazi for disciplinary action in the bush and if he refused to come we should expel him and never to give him an appointment or job in the NRM struggle or government when the NRM/A we takes power†! Secondly we should appoint a new team of officers from the bush to go and reinforce the external wing! 

Gen. Museveni reated to my suggestion promptly: “ You are right! Mande is a good debater , we should go by his suggestion! All members applauded and endorsed the decision! As usual we gave him the mandate to implement the decision!

Gen Matayo Kyaligonza, Kale Kayihura, George Katabarwa R.I.P. Serwnga Lwanga R.I.P. were sent to reinforce the external wing! As usual Amama Mbabazi refused to come to the bush. Gen Museveni should have expelled him there and then, he didnt and chose to bring him into the NRM government through the backdoor as explained by Timothy Kalyegira in his artricle here:
“After the NRM seized state power in 1986, Mbabazi was named the Director-General of the External Security Organization, Uganda’s foreign intelligence agency.

The Director-General of the Internal Security Organisation, Brig Jim Muhwezi, was always in the limelight, pictured at parties and public events. But Mbabazi was largely unknown to and unseen by the public. He later became the Minister of State for Defence but even then, was always in the shadows. It was only in the 2000s that Mbabazi became a well-known and visible public figure.â€

Little did Gen Musveven know that reneging on the decision of the 1983 Galamba High Command sitting that called for disciplining or expulsion of Amama Mbabazi , Museveni was digging his own 12 feet underneath the earth! KALYA EVERYTHING used the backdoor manuevers to plot against some of us who moved the motion for his disciplining and against his future real enemy Gen.Yoweri Museveni. Both belong to the same school of thought i.e the †NO PERMANENT FRIENDS BUT PERMANENT ENEMIESâ€

“Mbabazi was the first man since the NRM’s rise to power in 1986 to create his own self-contained political system complete with political and intelligence operatives, with Mbabazi loyalists in key places in the civil service, news media, Uganda’s embassies abroad, the police, LC5 chairmen, RDCs and dozens of students getting scholarships from Mbabazi.

By the time Museveni only recently realised that his biggest challenger was not Besigye but Mbabazi, it was too late. There was a second NRM running Uganda.â€

Today
“Museveni finds himself stuck with a man he cannot purge without causing the entire NRM to break up, just as President Milton Obote in the 1980s found himself stuck with a Paulo Muwanga he could do nothing about. This, then, is the political crisis that faces Uganda today.â€

The only historic role the FDC, UPC, DP and other parties can hope to play in 2016 is perhaps to deepen Museveni’s crisis by boycotting the election and leaving the NRM to tear itself apart as happened with the UPC in 1985.
