WHY FEDERAL SYSTEM FOR UGANDA???
The Federal concept in Uganda is not anew phenomenon. i have already revealed that federalism was an issue dueling the Lancaster house of London constitution talks. Furthermore, before Independence was granted to us by the British Government, to some extent, one would say that Uganda existed as a confederation. There big and small Nations as well as big, District all coordinated under the command of Her majesty's Government. in the Constituent assembly, Federalism featured very prominently. and here the people of Buganda greatly supported the concept; so did the rest of Uganda. the Odoki report revealed that up-to 65% of the memoranda from regions other than Buganda supported the federal system of Government.
