The President accented to the Anti-Pornography bill 2014 on February 6, 2014 and the State Minister for Ethics and Integrity, Rev. Fr. Simon Lokodo announced the President’s signing of the bill into law to Ugandans last week.
This has caused mixed reactions among members of the public, especially down town Kampala (Taxi Park), where a section of the public are vowing to start undressing indecently dressed women (in minis).
Although the bill has been signed into law, it has procedures and guidelines that have to be fulfilled before it can be operationalized.
There are bodies and committees that have to be put in place before the law becomes effective and this has not been put in place.
The law creates a national anti-pornography committee responsible for its implementation by ensuring early detection, collection and destroying of pornographic materials.
The committee, whose representatives will be drawn from various sectors including the media and entertainment industries, will also offer rehabilitation services to victims of pornography.
As far as we are concerned, the law is not yet in operation and all our officers are aware of this.
We call upon the members of the public to be patient and wait for the implementation of the law to go through the normal process.
Once it becomes fully operational, it will not give the public authority to undress indecently dressed people, and if they do so, they will be breaking the law and we shall deal with whoever undresses women/men for dressing indecently.
If you suspect that the person is indecently dressed, then you have to report to Police but not take the law into your hands. If you participate in mob of undressing people, you will be dealt with accordingly.
We urge the public to restrain themselves from engaging in illegal acts of undressing women as this will create another offence under the Penal Code Act, section 128 under the offences of indecent assaults, etc.
