Yesterday, SPLA and South Sudan police surrounded a UNMISS base in Juba,
according to reports, demanding to be given Nuer civilians sheltered at the
compound.
We learnt that SPLA took by force private vehicles from the parking space just
at the outside of the gate of the UNMISS compound.
“The vehicles belonged to some of the IDPs inside the compound,” a source
said.
It was also reported that government soldiers destroyed the bathrooms built
locally outside the gate for use by the IDPs.
James Gatdet Dak, the spokesperson for the leader of the SPLM/A In Opposition
condemned the act “it in the strongest terms. The IDPs have the right to seek
refuge with the UNMISS as well as possess their private belongings.”
He told out sources that “the action is also in disrespect to the UNMISS
facilities and mandate which accords protection and shelter to the civilians
that have sought refuge with them.”
Could this action rekindle tensions between President Kiir and UNMISS Head Hilde
Johnson?
Origin of Kiir, Hilde Row
At the beginning of the year, a government official was barred from accessing a
UN base in Bor town, the capital of Jonglei state.
The official (the minister of Information, Micheal Makuei) was allegedly
manhandled by the UN security personnel.
What followed were accusations by the South Sudan President, Salva Kiir, who
attacked UNMISS for being parallel to his government and operating in
collaboration with Riek Machar's forces.
The government had on many occasions accused UNMISS of accepting rebels with
their guns at their compound which are later used against the government, a
charge which the body denied.
President Kiir demanded that the UN allows the government to search for guns
among those seeking shelter in the camps and hand over any guns, uniforms and
government vehicles already in UN hands.
"I want an overhaul in the whole activities of UN and its auxiliary United
Nation’s Mission in South Sudan (UNMISS) and a fresh review due to various
accusations of directly or indirectly supporting the rebels led by former vice
president, Riek Machar," Kiir said while addressing the nation.
The next day, hundreds of youth took to the streets of the South Sudan capital,
Juba to protest the presence of the UNMISS head and UN representative in the
country, Hilde Johnson whom they accused of being biased and rallying behind the
rebel forces.
Not long afterwards, Kiir and Hilde met and mended their rift upon which Kiir
ordered all his ministers, government officials and institutions to resume
normal relations with the United Nation’s Mission in South Sudan (UNMISS) and
its chief.
Now, with the surrounding of the UNMISS base, another clash is yet to be
publicised.
