And Further Whereas notwithstanding the said foregoing Constitution provision and mandate, in the News Vision New paper Publication of 17th June 2004, Hon Mike Mukula the State Minister for Healthy is reported to have said that National Environment Management Authority (NEMA), World Healthy Organization and the center for Disease Control had endorsed the use of DDT; the controversial chemical to fight malaria;
And Noting with concern, that the said DDT among others numerous adverse effects on the human body and environment it is a carcinogen and may cause liver cancer, infertility and a nervous breakdown.
NOW THEREFORE, BE IT RESOLVED BY PARLIAMENT AS FOLLOW:
1 That the proposal to use DDT be preceded by a though Environment impact assessment report approved by the National Environment Management Authority and submitted to Parliament.
2 That the said report should be subjected to a public hearing.
3 That the Government take immediate steps to avert the use of DDT without having first conducted scientific research and consultation with the relevant stakeholders on the controversies surrounding its residual effect on the Environment and humans
