ODONG Akim Fellow Ugandans: I think the whole Ugandans need Constitutional Federalism Uganda,
FIRST, I think and feel the Baganda and Buganda folks should not betray the wishes of Ugandans for Constitutional Federalism Uganda as they did in giving the Luwero triangle territory to be the launching pad of genocide against other Ugandans! I hope, by times past the truth had got the likes of MULIIKA and cahoots have been proved by what they are. They do not have Uganda at heart and dubious thinking today about federalism with small 'f' but not with Capital 'F' for the whole Ugandans.
SECOND, I hope and think Constitutional Federalism Uganda would free us from the fear of the unknown since we all need freedom. Constitutional Federalism Uganda will make our country to be the country of equals among the equals of the whole Ugandan ethnic groups! It is and it shall never be this dubious federalism, which the likes of Beti KAMYA and cahoots MULIIKA are eking about since they are just trying to do recession from the whole Uganda. These, fellows has no credence to talk about Constitutional Federalism Uganda since it was them those were the insiders of NRA/M7ism banditry!  
THIRD, the MULIIKA, and cahoots must not dupe Ugandans again hence the reason people may not take them seriously. They played their games in the Luwero triangle and the consequences had been the current collapsed of Uganda as the country with massive corruptions as the real politics! What did they do to control what they brought out from their infamous Luwero triangle if not the brutal political tragedies in Uganda? They may invent words, but their actions we have continued to be the witness. They may tell you the younger generations their lies meanwhile some of us old enough would not accept their lies. We shall campaign against their deceit and falsehoods!

Recently, i wrote here that Buganda should form a body to drive forward their agenda. I am glad that the former Katikiro of Buaganda, Omwami D. Mulika has finally bitten the bullet and set sail, on a scientific, rather than a political sounding ship (Evolution for Human Dignity (EHD)). The name alone does not matter as much as what it's laden with.

Like the early European explorers, who carried beads and mirrors as reward for slaves and ivory, the EHD ship should be versatile. It should be able to sail on water and drive on land. Should it only sail around the shores of the great Nyanya or Lake Victoria, to you and me, then the message will remain in Buganda. But the ship should be able sail on land to reach Acholi, Teso, Madi, Ankole etc. It should be laden with federal facts and benefits. Omwami Mulika should share these benefits with people beyond Buganda. Its through this bold steps that change will come. For change cannot take place in Buganda, in isolation. Buganda needs the rest for it to take effect!

The bounty, the EHD ship should ferry, under the stewardship of Omwami D. Mulika should in part, include the facts that, the federal system is superior to the one man dictatorship. Federal system is an indicator that, people have evolved beyond the need to be shepherded by one person. Ugandans have evolved beyond cows and do want dignity and liberty. He should also carry with him the message of assurance that Buganda will not turn rogue and fascist after a federal resolution. It will still remain part of Uganda and non Buganda will continue to settle, work and live in Buganda as it has been the case for the last hundred years. And the same treatment will be accorded to Baganda who choose to settle or work and live outside of Buganda.

Omwami Milika, should also take with him a covenant that under a federal system, no more coup or guerrilla type affair will ever take place again in the country. He also has to assure the people outside of Buganda that cooperation at all levels, within states, will be the life blood of a successful federal nation. Inter state cooperation will foster unity and improve service delivery. Personal rights and liberty will be guaranteed in stone and rule of law will be the main stay of the federal nation.

Omwami Mulika should not take with him the parochial mindset that has, for generation, haunted the Ganda people. He should not set sail to Bunyoro, with the attitude that anything Bunyoro is second to Buganda's. He should not cross the mighty Karuma brideg into Acholi will a grass in his mouth, in his attempt to withhold information and look down at Acholi. He should not reach Teso and refuse to share a drink of adjono, but prefering his mwenge bigere or tonto. Omwami Mulika should be bold beyond his head, and boldly seek out cooperation outside Buganda and he should be frank with his audience and gauge their reaction to his bold and radical, but good suggestion for a federal system.

EHD will be welcomed in the north. Like Buganda; Acholi and Langi see no benefit being ruled according to the gospel of some dictator's obtuse notion. The notion for instance, that you have to be shepherded right from your door step by LC1 and outside your compound by LC11 etc, as being oppressive and not in line with freedom and personal rights. The people in the north want to have a say in how they are governed; how projects within their area are managed and how to improve their well being. These are fundamental rights that the people, all over Uganda yawn for, and should Omwami Mulika on board EHD, assure them that, this is what a federal system in Uganda will usher in, then he will find a willing audience!.

Ahoy! Let EHD set Sail.
