During his State of the Nation Address on world Enviroment Day, President Yoweri Museveni included for the first time Awere and Attiak sub-counties all in Acholi sub-region from where his FRONASA movement was born, reportedly in Febuary 1971, when UPC supporters,who were mostly Acholi and Lango were escaping prosecution after IDI Amin took power in January 1971. Musevei reportedly accompanied Akena p'Ojok to Pupwonya in Attiak and the two began to recriut youths into their new rebel group.
