{UAH} Conservative Youths Uganda Petition Parliament
FROM CONSERVATIVE YOUTHS
TO PARLIAMENT OF UGANDA
(Under rule 27 of the rules of procedure of parliament of Uganda)
The Humble petition of conservative youths, a section of the youth wing of Conservative Party led by Its President ARUHO PHIONAH represented by Hon John ken- Lukyamuzi MP Lubaga South Constituency SHOWETH AND STATES THAT:
1. The subject matter of this petition is based on Constitutional amendments and Electoral reforms towards Representation of Youths in Parliament and the procedure of electing them.
2. Please Note-that :The whole point of youth representation in Parliament as an interest group should be erased and dropped from the Constitution because, it is corrupting and rendering us marginalized and disabled. Let there be strengthening Government institutions, for example Electoral Commission, Police, Ministry of labor, Education, among others. Let there be meaningful ways of fighting corruption, embezzlement of Government Funds, and strive for Democracy. When that is done with equal opportunities, Youths will stand at a platform and compete with any age.
3. The election of youth representatives in Parliament since 2005 has been based on reference to the Parliamentary Elections Act provision 6: Electoral College within region of representation. In Parliament Youth representation as an interest group should be dropped came 2016. Young people can contest and win any democratically organized election.
4. Whereas our silent research shows that since young people were clustered into an interest group, there has not been any meaningful youth representation realized towards articulating issues of the youths in terms of unemployment, maternal health , early pregnancy, school dropout, child abuse, child sacrifice, poor education, Malnutrition, youth manipulation among others.
5. Those who are elected to represent the youth have no forum to account for their work. Being a youth is a process, whereby at the end of the August term of office these people are already above the youth circle.
6. We therefore propose the amendment of article 102 (b) of the Constitution of Republic of Uganda, to open up a youthful competition not only at Parliament but starting from Presidential to all leadership levels. We propose that every adult should be eligible if he or she reaches the constitutional demand of the citizenship and academic qualification to compete for leadership at any level .We go ahead to propose the amendment of article.78(c) to drop youths among the mentioned interest groups. We are the majority here in Uganda and can influence any democratic election. Mr. Chairman Sir. That is our conservative stand.
7. Framers of the 1995 constitution were much more interested in the representation of Youth but did not consider its effectiveness and accountability aspect.
However: at the lower extent, we youths of Conservative party propose that if Government insist to maintain youth representation in parliament as an interest group, should consider
1, amendment of Article 78(2)
2, repealing the Parliamentary Elections Act "PART III -REPRESENTATIVES OF THE YOUTH"
I beg to read you our proposals in the Act as follows:
a. Replacement of Provision 6. With the new Provision that reads: Election of Youth Parliamentary representative shall be under Adult suffrage. All the registered voters in a region shall elect the representative of youth in that region.
b. Replacement of provision 7(1) with the New Provision that reads: the election of representatives of youth in parliament shall take place on the same day of electing a Member of Parliament.
c. Replacement of provision 7(2) with the new provision that reads: the nomination of candidate under this regulation shall be made on the same day of nominating a member of parliament, and the nominations shall be made on a form and a manner approved by the commission supported by two registered Youth voters as prescribed under Provision 2; interpretation. This shall be accompanied by the nomination fee referred to in regulation 15 of the Act regulations.
d. Replacement of provision 8(1) with a new Provision that reads. Election of women youth representatives in parliament shall be adult suffrage.
e. Replacement of provision 9(1) with a new Provision that reads: the election of woman youth representative shall be on the same day of electing a member of parliament.
g. Replacement of provision 9(2) the nomination of representative of a woman youth candidate shall be on the same day of Nominating a Member of Parliament.
