{UAH} FOR EFFECT, EXTEND 'SOLE CANDIDATURE' TO MPs

As President Yoweri Museveni looms large as an experienced incumbent,
the project of his possible exclusive candidature should trickle down
to galvanize leadership structures against electoral shocks.

In a spirit of promoting harmony beyond the precincts of one party,
Uganda would surely benefit if the "sole candidature" of legislators
were added to the menu of "things-to-do" in preparation for 2016.

Taking the famous Kyankwanzi resolution strictly in good faith, there
is no reason why it should be tied to only one portfolio (of the
President) when there are lower level leadership posts that require
insurance. MPs may have forgotten to move (and pass) a motion to
secure their own political lives in the warmth of "sorting out the BIG
MAN" first. However, like he didn't originate the resolution, it would
be unwise for them to originate one that favours them.

On that on note, on behalf of all voters, be it concurred on that all
incumbent MPs be granted sole candidature in their various
constituencies of interest for 2016. The same terms and conditions as
applied on "Kyankwanzi" are considered. Legislators of the 9th
Parliament have served passionately in spite of shortcomings
hampering performance. Everybody should know that being MP isn't as
rosy as it looks from the outside.

Of late, as 2016 nears, constituencies are teeming with aspirants
"lying in ambush" seeking to snatch coveted seats. MPs, thus on
tenterhooks, cannot perform their meritoriously.

There is one district in Busoga where at least 28 hopefuls are combing
the ground like 2016 is tomorrow. They are taking loans to fund early
campaigns and will likely usher in a "most-indebted" crop of MPs since
the trend may be countrywide. Doesn't this remind one of "Kyankwanzi"?

The jostling is creating cliques at constituency level as newcomers
work to undermine incumbents and vice versa. There are reports that
normal work is impossible to execute in some of these places due to
pre-electoral trauma. Things could get worse.

To save the situation, the greater Ugandan electorate should take
charge and prevent the formation of radical cliques in the various
parties and allow a much smoother transition in 2016. Having a
possible single candidate at the top while below a stampede ensues is
discriminatory and rather, inadequate.

It's on record that in the past NRM has had unopposed candidates in at
least four constituencies. Those candidates were hit by a streak of
luck. This time it should be based on consciousness and consensus, and
spread out. The mission and vision of it is stability of leadership at
all levels, unless consensus is that legislators are distantly dismal
performers.
The intention is not to stifle competitiveness but to create ground
for hitherto impossible concessions like incumbents serving set terms
and letting go without "boiling" contests. All those who will benefit
from this scheme will be barred from contesting again after, say, one
or two terms.

Those selling "sole candidature" to President Museveni will find it
easier to achieve that goal if they opt for a broad-based approach at
all levels. He would find it impossible to decline the favour.

Even prospective opponents (from the opposition) would join in as they
would be assured that he would serve a set length of time and then
"retire peacefully", unlike prevailing uncertainty over his departure.
Plus, they too would be catered for under the arrangement. That is
organized politics where everybody wins. Dissenting views are welcome!
