{UAH} Corrupt officials are clever, says Amma Mbabazi

Kampala- The Prime Minister, Mr Amama Mbabazi, has said there is a sophisticated scheme of corruption in government which is being orchestrated by top officials working cleverly.

He said this, in spite of considerable efforts the government has made in building legal and institutional frameworks through various reforms, has made it difficult to crack the whip on corruption and ensure the set standards.

“There are still some challenges in cross-governmental accountability systems as was exemplified in a number of high profile cases of fraud orchestrated by public officials across multiple government agencies working in a clearly organised way,” Mr Mbabazi said, in a speech delivered yesterday by the State minister of Finance for Privatisation Aston Kajara at the closing of the 2014 Accountability Sector review conference.

Sectors in the fight
The Accountability Sector comprises 10 government anti-graft agencies such as the Inspectorate of Government, Office of Auditor General, Uganda Revenue Authority, Public Procurement and Disposable Assets Authority (PPDAA), among others charged with monitoring public expenditure and financial accountably.

The anti-graft agencies flagged a five-year blueprint - Accountability Sector Strategic Investment Plan (ASSIP) - to run up to 2019, and drawn in consultations with development partners and Civil Society Organisations, to boost current efforts against corruption in public service and ensure full compliance with available legal frameworks.

“The ASSIP should not remain a blueprint that gathers dust on our shelves,” Mr Mbabazi noted.

He added: “It should be translated into actions, programmes and activities that contribute to improved governance and service delivery in the country.”
