{UAH} Uganda was founded on a federal system and the parliament is the evidence!
Inscribed on the gate of Uganda's Parliament are the emblems and names of the different traditional nations which formally agreed to create a new independent country or nation-state called Uganda on 09 October 1962, in accordance with the provisions of Uganda Independence Act, 1962 ["UIA"] and the 1962 Independence Constitution of Uganda.

The new adopted Country Uganda, was founded on a federal system. Federalism signifies real human freedom and everyone's right of existence. Fedus symbolises covenants which in the history of mankind, were so divine that they were agreed upon between God and persons.
Federalism reminds us that power and authority are gifts from God; those who have them have the divine responsibility to wield that power and authority in a virtuous way. When they don't they are not just transgressing against the people, but against the God himself, and the consequences are disastrous. The English word "federal" (called 'federo' in Luganda) means a system in which Federal States unite under a central authority but are independent in internal affairs.
