{UAH} Getting Uganda out of the mess - what could be done?

 

When we in Africa plan it is POLITICAL, ADMINISTRATIVE and MANAGERIAL SOUP!

 

Is Bweyogerere, in Mukono or Kampala District?  Why should small towns have own and not district administration? So who is the Mayor of Mukono – the LCV or LCIII

 

Why is Wakiso headquarters in Wakiso and not Entebbe? So will Wakiso also aspire to become a municipal council if yes – what will be the consequences?

 

Why should Luwero have a town and district council who answers to who?  Then who governs Wobulenzi, Kasana, etc – What are the roles of all these over useless layers?

 

I tend to think the Local Government Act is a total tasteless soup, a mixture of very useless laws, never thought out properly, which should not even appear on our law books, a shame and  a sham, which should not be amended but deleted from our law books all together!

 

Decetralisation was all too wrong.

 

Deskilling Uganda – streamline procurement

 

What is the work of Ministry of Transport and Works, the Uganda National Road Authority, National Housing Construction Corporation? Which is of these entities designs or has a capacity to design ; roads , bridges, houses, dams, etc?

 

What is Umeme doing that Uganda Electricity Distribution Company Limited not doing or what is Eskom generating which Uganda Electricity Generation Company limited can't do? And then you have Electricity Regulatory Authority! – POLITICAL and MANAGERIAL SOUP

 

Ministry of Trade and Investment with commissioner for trade commissioner for this and that – then Uganda National Chamber of Commerce, and Uganda Investment Authority so who answer to who? – who designs trade policies or procure the same from China?

 

Check out Uganda Post, Uganda Communication Commission, and then round it up with the Ministry Information and Communication Technology  

Unless those structures are streamlined and weeded - the mess will go on!
