{UAH} What is the role of the Presidential Advisors!

In the first place do they have the mandate or opportunity to advise our President. It was so embarrassing to learn in Bukedde of last week that Mulago hospital, a referral hospital which could handle critical cases like in case of  Ebola out-break, has not a single trolley to deliver the dead bodies in the mortuary whereas our President could make an-necessary journeys  which costs billions and billions of money either to appease or to annoy some sections of people. Seriously what is the fleet of advisers doing???????
