The three day National Conference on constitutional and electoral reforms, which was unceremoniously opened on Monday morning as the President who was scheduled for opening was not present neither was he represented, has also unceremoniously ended as the Speaker who was supposed to close it this afternoon has not come as she is presiding over parliament.
But they have have come with a number of resolutions, some of which are also acceptable to the ruling NRM. One of them is for Electoral Commission to review parliamentary constituencies and local government councils' electoral areas in accordance with the 2014 national census results.
In the morning we were told that the former Vice President and Presidential aspirant Prof. Gilbert Bukenya would address it. He never came nor was he represented. Later we were told that the former Prime Minister and NRM Secretary General on leave, Amama Mbabazi would address it. Proceedings became live on KFM and NTV. He never came nor was he represented.
The worst for Vicks Kingo to purport as NRM National Chairperson and almost appended his signature on the final document on constitutional and electoral reforms.
