Uganda need four major nodes (entrepreneurship and transport) out of the 14 Municipalities - these should be sufficiently serviced with amenities and utilities. And most probably could also form two corridors on major railway and trunk roads. The nodes should have a fallback rare town i.e. Hoima has Masindi. Gulu has Atiak or Kitgum - this must be well thought through.

If you are to compare those four nodes to NSSF membership, Umeme clients, government employees ( which figure in the range of 650.000 with every above unit) you will have a new society of 1.200.000 people which can dramatically set Uganda and Africa on a new course.
This is something Uganda should try - I am very sure with more systematic physical planning and micro economics analysis - Uganda will be amazed with returns of such society structuring.
