The report by the Institute of Economic and Peace identifies Uganda as one of the countries with a weak state capacity, high level of social injustice, political instability, extra judicial killings and a heavily corrupt system likely to create an environment for terrorism to thrive. Uganda scored 52% on the terror threat scorecard, only beaten to the top by Angola which scored 95%.
