IS MUSEVENI BEHIND CURRENT TERROR ATTACKS IN MOGADISHU?
Since Museveni deployed his private army to Somalia, he has always used the mission to blackmail the international community and the west in particular. For years, his NRA had controlled Mogadishu but had not routed the insurgents. Frequent attacks on key targets including the presidential palace was the order of the day. He had deliberately intended to prolong the Somali mission in order to CONTINUE
holding the international community at ransom. The trend was reversed by the late intervention of the Kenya army in the areas of Kisimayo port in response to genuine threats against their country. Soon after the Kenya army made tremendous progress in securing a larger area.
However, all along Museveni had opposed the idea of deploying more troops from other countries. His argument was that he alone could provide the required ground troops and that all he needed was for the UN/AU to provide his with the logistical and financial requirements. Indeed, his Commanders and top confidants made fortunes from the spills of the Somali mission at the expense of Somalis and ordinary Ugandan soldiers. Either by coincidence of by design, when the Kenyan army made progress in its area of control, his NRA also made progress in Mogadishu. Since then Mogadishu enjoyed relative peace. At a certain stage when it became clear to his that the Kenyans were to stay, he instigated the Somali administration to demand for the withdraw of Kenyans.
In reference to the early 90s humiliation of the US marines in Mogadishu, Museveni has always boasted that his private army is succeeding where the US failed. At the time he strongly supported war lord Mohamed Farah Ideed both logistically and financially. In recent times whenever his autocratic governance is cautioned by the west, Museveni has always threatened to pull out his troops from Somalia forcing the west to back off at the expense of oppressed Ugandans.
During the bush war he preached that his struggle was against agents of western imperialism. He referred to USA as capitalists imperialists and the Israelis as Zionists while opportunistically supported the Palestenian cause. His dating, marriage and honey mood to Libyas Ghadafi whom he adored as a conqueror of the USA empire was interrupted by disagreement over the African Union. Upon taking power during the cold war era, though he claimed to be pro-Uganda, he had communist leanings and sought to strengthen relations with Cuba. He opportunistically switched to the west after the collapse of the USSR. When NATO attacked Ghadafi, Museveni threatened the west with "Another Vietnam" while advocating for African solutions to African problems. Immediately after issuing that threat, he rushed to Russia to meet Putin where he was honored with medals for being a distinguished ally of Russia.
When he sent his troops to Southern Sudan recently and the west did not OPENLY
support that venture, he has since then developed a combative mood like a wounded buffalo. The souring relations are being catalyzed by the emotional signing of the Gay law which action was just a smoke screen for his long planned attack on the west. Shortly before signing the law, the combative Museveni while inspecting the air wing of his army, publicly stated that he prefers to deal with the Russians who don`t interfere in the internal affairs of his private empire - Uganda.
Suspiciously, as relations between Museveni and the west continue to deteriorate scenes of Al Shabab Militants RESUMING
deadly attacks in Mogadishu remind the international community that there is a "wise and strong " military leader called Museveni whose army is pacifying Somalia. To Museveni, this is a big score as his name keeps floating on the international news headlines thus neutralizing the damage caused by domestic rights abuses. Since the inception of the Somali mission, Museveni took the lead in recruiting, training and building the new Somali army and Police. No wonder, some members of the new Somali army have been crossing over to join Al Shabab ranks.
Against the above background, could there be a deceptive plan designed by Museveni to rerrorise Mogadishe and the region whenever it is necessary or could his NRA in Mogadishu be under his INSTRUCTIONS
to relax and leave security gaps for Al shabab to attack??? Given that Museveni is a master of the art of manipulation, both scenarios are likely. The west should watch out because Museveni can use such deceptive squads to directly hit at "western imperialist" targets or interests.
