{UAH} Police intercept 70 suspicious travelers in Luwero

First, these travelers were too "disorganized" to be anything but what they claim to be.

The capacity of a commuter taxi is 16; yet, these folks found a way to squeeze an average of 23 bodies per matatu! Even a bored patrolman could immediately read "mischief" here.

But, is Uganda this paranoid, that a group of just 70 excites authorities? 

Or, is it because of Luwero, and the memory of "uncoordinated" movement? I've seen busloads of faithfuls streaming into and out of Kampala for some revival trips; now I wonder if those Christians got permission to travel in such large numbers!
