The Acholi Paramount Chief, Rwot David Onen Acana II, has accused oil company Total E&P operating in Nwoya District of working in secrecy. Speaking at a press conference at Acholi Chiefdom headquarters, Rwot Acana, said Total had failed to avail relevant information to the locals in the region on the progress of its activities in the area.

Without transparency, accountability cannot be enforced. Accountability was derived from the Latin word "accomptare" which means to account.

Without openness and transparency, accountability cannot ba achieved. Accountability means holders of public office are accountable for their decisions, actions and inactions to the public and must submit themselves to whatever scrutiny is appropriate to their office.

Restricting access to contractual information, involving use of peoples' lands and taxpayers' money, undermines the legal principle of transparency and hinders the ability of stakeholders to hold officials accountable as well as creates opportunities for officials to make unpopular, wasteful and corrupt spending of public funds..

Non-disclosure of those contracts also hugely fractures the relationship of trust and confidence which must exist between the people and those they elected, to act on their behalf.

Good governance dictates that government operations and decisions should be made openly, and with the active participation of the people influenced by them - citizenry involvement


The Constituent Assembly, that wrote the 1995 Constitution, rejected the proposal for land to belong to the State and overwhelmingly supported ownership of land by the people. It would appear that the issue is now being resurrected by the government in order to reverse what was settled in 1995 Constitution; knowing fully well that doing so will subvert the people's interests. The President promised to amend the law, thus empowering the government to do as it wished with the people's land.
