CP view on the role of security forces before, during and after Elections.

Security Forces in Uganda where turned into NRM Party structures, for reasons best know to the Party Chairman himself, January 26th 1986 is cerebrated by survivors of a gorilla war between Government and NRA armed rebels By then, of which war thousands of lives were claimed dead in Luwero triangle, the objective was against obotes bad elections, these suspects from the bush, directly fused not only security forces, but all State Arms and institutions  Including: Parliament, Judiciary, Electoral Commission Public service etc\. President museven while opening the renovated new kcca tax park proudly warned to forcefully end opposition demonstrations.

 

Before we violate Articles 29, 27, 71 of the Constitution addressing the fundamental rights and freedoms of expression , let us first take note of the many pending reports from Governments side : Mukula Massacre Kanungu kibwetere human sacrifice, kasese massacre, Kicwamba massacre, Atiak and northern war massacre. All of these reports must be reflected somewhere in the Government  records of, finance, army, hospitals, families etc , the  Public Oder Management Act, is one of the tool sealing the deal of fusing nrm with the security forces  the act is regulated by Uganda Police force, The force lead by senior Party cadas, what is the difference between the two? ….. These are structures Police is nrm and nrm is police, these draconian POM Act, is just legitimizing an anomaly, the act is meant to be Protecting Nrm throw police as to protect land grabbers, shooting live bullets at peaceful demonstrators, arrests and intimidating the opposition etc all of the time. Until now we have no response from Government over the whereabouts of FDC Sam mugumya. Why he is not produced to court for justice, in law, justice delayed is justice denied.

 

 

  The Policy of Conservative Party on security is of a federal nature, against NRM's unitary system, where the security of any area in Uganda depends on the massy of President. We in CP believe in Federal regional Governments, with a regional minister of internal affairs, regional Police and a cabinet which handle regional issues. NRM as a Party is continuing to Campaign freely without Competition  while the hands of opposition  are tied and muted, they do all this with impunity, and  without checks and balance no  accountability etc .

 

Conservative Party Proposes that security of Uganda is paramount: "Land of my Birth I pledge to thee". Security forces must be public savants where the citizen are supreme The C.P believes in an army with a national character and professionalism recruited from all the regions of Uganda. A similar principle applies to the Police, Prisons, and related security Agencies. Tribalism and other forms of parochialism must be discouraged,
and a consultant in recruitment, training, discipline, welfare and
promotion of the forces shall be engaged in order to promote
professionalism in the Forces.

 

            The Party shall inculcate in the members of the various security
forces the overriding importance of constitutionalism.

We Believe Federalism can cause compromise where Compromise would have been a mountain for example the federal republic of  India one of the top words most populated. Federalism has united their different rich mosaic of her indigenous groups (CLANS).
