{UAH} Uganda Education is long dead

The country's soul on death bed -  this is very much the practice how about other public and private sectors? I have never met a Kyambogo graduate who said s/he studied all courses on his or her transcript! They just pass them.

In 2012, Mr Ali Baguwemu, a Guidance and Counseling lecturer apologised for giving marks to 13 students who had either dropped out of the course or were absent at the time the exam was done.He attributed it to an error that occurred in the process of recording the results.

what does this imply:
that the lecturer was actually not aware of who did the exam and did not do the exam
-not even know whether a particurral student attended class or
- it can be conculed he never taught the students to give mark to students who had dropped out if the allegation here above ae true!
