{UAH} Trade Internal and External

This is based on my observation:

Today, Uganda can export milk - since Kampala consumption has created quality , neccessary qauntities , and making rural Uganda conjoined to the international market.

The Swede or Americans do not base the design and manufacture of the motor industry on extenal value but rather on the internal needs and values

The question then is :

Can we develop external trade without developing internal trade?
