{UAH} In Fort Portal - Police & Toro Kingdom

Should police involve itself in cultural/kingdom conflicts even when there is no harm/damage/danger to peace? Isn't that interfering with cultural matters in support of one party to the conflict?

Meanwhile, this excerpt makes me wonder whether the author made a mistake or intended to convey some message: 

" Jorum Bintamanya a Forum for Democratic Chance (FDC) district councilor for south division was the one chauffeuring the Prince. Also in the company was Gilbert Kayondo a councilor in Fort Portal.
