{UAH} 999 police number not working--according to Sarah Kagingo!

2:20 am I receive a call from family in Nansana requesting for help....robbers have broken into neighbour's house...making off with property. 999 not taking their calls. Known area police phone contacts off. Noises so loud that I pick on phone.

2.21am I call 999
Response: You have called the Uganda Police Force, please hold. I call for next 5 minutes and give up.

Decide to call my area police post OC Arnold, he picks immediately....gives me Old Kampala DPC contact. Thankful to friend who introduced me to Arnold during recent Voter registration update exercise.

3.00 am: I call Old Kampala DPC. He sounds sleepy. Tells me: "I am at old Kampala. I cannot get involved with Nansana."

Well, sleeping is okay. But failure to have ‪#‎obuntu‬, unacceptable. Disappointed, I tell him, "very unfortunate. Let's pray for lives."

He says, 'okay.' I hang up to make other calls.

Meanwhile, I call former OC Nansana currently in Namayingo. He requests former colleagues in Nansana to send 999. Gives contact of one Mulyazawo, a policeman in Nansana. Mulyazawo deploys 999 and gives me Police Patrol Driver contact. Driver not taking calls. I send strongly worded sms to driver. I call Mulyazawo over driver not taking calls. Commendably, Mulyazawo gets back to me several times.

Desperate calls from Nansana. Getting desperate too.

3: 05 am : Muyenga Police OC Arnold gives number of DPC Wakiso who I call.. He asks for directions. I ask him to call driver for directions, who he says he knows.....I abandon that line to call Nansana.

3.45 am .999 police patrol driver gets back to me: "I am sorry.....could not take calls. Phone was in vehicle....been chasing robbers. They have dropped some property including mattresses. However, they have hit one of the residents with a stone, bleeding... We are here with residents'

Now thinking of the delay and if there was no pressure. Moreover, family attacked had no airtime.

However, I salute Muyenga Community Police Post OC Arnold and Namayingo's Police Officer Twala for quick response for area not under their command. Do you officers sleep at all? Nansana's Mulyazawo and driver, too, deserve kudos; lives saved, some property dropped. No demands for fuel or airtime...

To DPC Old Kampala, may you have the heart to help. We are our brothers' keepers. ‪#‎ubuntu‬. Moreover, securing lives and property is your duty.

To you all.....please visit your area police posts.....get phone contacts. You never know. Also, have your neighbours' contacts.

I appreciate more than ever that reconstructing a state is no easy job. You need cadres with patriotic spirit. Renewed respect to UPDF for distinguished service to our motherland and rest of Africa + great sacrifices you make.

As for Police, a lot of work yet to be accomplished on institutional staff mentality toward service.
