Civilians to be armed, says Kayihura
Gen. Kayihura said arming civilians would help prevent situations like the Garissa incident in Kenya which saw terrorists kill over 140 students.
President Yoweri Museveni has ordered Inspector General of Police Gen. Kale Kayihura to set up a system of arming civilians, especially students in institutions of higher learning and shopping malls
Gen. Kayihura said the move would help prevent situations like the Garissa incident in Kenya which saw terrorists kill over 140 students.
Earlier, General David Sejusa had claimed that government was secretly training and arming groups ahead of the 2016 general elections.
