Court upholds jail term of NGO boss

Kampala- The Anti-Corruption Court has upheld a 30-month jail term earlier handed by a lower court to Christopher Odongo, the project manager of the Restoration of Agricultural Livelihoods in Northern Uganda Component (RALNUC).

Odongo had appealed an April 8, 2014 sentence by Magistrate Sarah Langa, in which he was ordered to serve two-and- half years in jail and refund Shs41 million for causing financial loss and false accounting in connection with theft of the money of the project meant to rehabilitate war victims.

However in her judgment last week, Judge Margaret Tibulya ordered Odongo to instead refund Shs67 million after he was found guilty of 78 counts of causing financial loss and fraudulent false accounting.

Justice Tibulya observed that the project manager caused the project a loss of Shs67 million by authorising payments to fictitious institutions and then issuing false accountability.

RALNUC project was funded by the Danish International Development Agency (DANIDA).
The judge also noted that the stolen money was intended to provide gainful employment to the war-affected communities and to engage them in the redevelopment of their districts but this was not achieved.

Odongo, who hails from Arwotomito Parish, Aromo Sub-county in Lira District, was arrested by police in 2010, after a two-year investigation by the Inspector General of Government.
