Otafiire castigates 'selfish' political leaders

THE Minister of Justice and Constitutional Affairs, Maj Gen. Kahinda Otafiire, has lashed out at political leaders who use civilians to achieve their selfish interests.

 

He said such leaders continue to frustrate development and undermining the rule of law.

 

"It is very dangerous for people to undermine the rule of law. Without respect for the rule of law, the country can never develop. I do not see any reason why some leaders go to the streets when we have fully-fledged judicial systems in place," he said.

 

Otafiire said this while speaking at the Law Development Centre's (LDC) ceremony at the Centre's campus in Kampala. The ceremony saw 683 graduands awarded Diplomas in Legal Practice, Diploma in Law and Diplomas in Human Rights.

 

Among the graduands included Bukedde TV presenter Innocent Tegusulwa and Kawempe division mayor, Mubarak Munyangwa with Diplomas in Law.

 

"I felt bad when I saw innocent Ugandans go naked in public and their photos sent to social media. Imagine all this was done in the name of politics," Otafiire noted.

 

He said Ugandans should say no to such leaders because they are self-seekers and greedy.

He said the acts of these leaders portray that there is no respect for the rule of the law in the country.

 

"They say the wisest general is the one who wins a war without firing a bullet. We can resolve our differences amicably, through intellectual arguments, discussions and the existing judicial system," he said.

 

Otafiire advised the graduands to uphold professional ethics to strengthen the judicial system.

 

Justice Yorokamu Bamwine asked judges and lawyers in private practice to respect and honour the profession to maintain the confidence in the system.

 

Bamwine said some judicial officers are engaged in corrupt tendencies, extortion, while some lawyers connive with some crooked minded judiciary staff to hide files or cause their disappearance.

 

"Some lawyers, not all, apply for endless adjournments just to frustrate the other party. Others extort cash from litigants under the pretext of passing it to Judges and Magistrates," he added.

 

He called on the public to report such people to be apprehended. 

 

"If there are some wolves in sheep skins, they can be handpicked and placed where they belong. No Judge, magistrate or lawyer is above the law as many think," he added.

 

Bamwine advised graduands to serve with patriotism, integrity and honesty to guard the image of the judiciary.

 

"Avoid HIV/AIDS, corruption and drugs to be successful. Don't succumb to temptations, be patient," he said.

 

LDC's director, Frank Nigel Othembi asked graduands to guard the integrity of the profession.

 

"Every time you open newspapers, you find a lawyer involved in corrupt tendencies or extortion," he said.
