{UAH} African Refugees

I have been watching the saga of the rescue of fleeing immigrants at
the Med Sea. They say as many as 10 navies are involved. People are
fleeing even in dinghy boats that can not withstand even very small
waves. At the minute, they estimate there are anything up to 1 million
immigrants massed up in Libya waiting to cross and they are expecting
at least another 5 million to enter the country in the next three
months to try they luck getting into Europe. This is the triple
whammy:
1. Collapse of state authority in Libya, hence opening its borders and shores
2.The big money making bonanza and opportunity opened up to the
criminal fraternity
3. Absence of a clear policy from Europe as to how to deal with the
human influx.

The above is compounded by the fact that the immigrants have all lost
the fear factor, which the Europeans mistakenly thought would be a
deterrent. These young men and women have no fear of death. They know
they are taking a huge risk trying to cross the sea, but it is a risk
they are prepared to take. Most now have developed the stoic resilence
of the islamic suicide bomber. Their ultimate goal is the prize to
win. Death is just an inconvenience.

So what does Europe do?

1. Forcible return? But this would require a functioning government in
Libya, or its occupation by foreign forces.
2. Naval Blockade of the Libyan and Morroccan Coasts? But this will be
very expensive to implement and will not be foolproof as we are
talking of over 3,000 miles coastline.
3. Cooperation with immigrant producing countries and strenthening
their policing forces to prevent migration? This is a tall order.
4. Political and socio-economic transformation in the immigrant
producing countries? This is the tallest order of all.

In the meantime, consider the fate of the genuine political refugee
for whom the 1954 UN Convention was intended to protect. I think it
has now been comprehensively thrown ashore and buried in the
Mediterrenean Sea. It is a law that is now completely irrelevant.
Marxists had always warned about this North-South Conflagration, where
man-made disasters and wars in the south would force a massive
movement of population up north, overwhelming all human capacities,
but we have never been taken seriously. Uncontrolled and unbridled
capitalist expansionism and greed will eventually force humanity into
self destruction and we are beginning to see signs of it. Karl Marx
and Fred Engels wrote about this in 1884, in the Communist Manifesto.
