MASAKA- Former Vice President Prof. Gilbert Bukenya has scoffed at the secretary general of the ruling National Resistance Movement secretary Ms Justine Lumumba, saying she has no mandate to summon him to the party's disciplinary committee .
According to Prof. Bukenya, former premier Amama Mbabazi is still the legitimate party secretary general not Ms Lumumba.
"I don't know how she [Lumumba] ascended to that office because I was not among the party members who elected her; I just heard that President Museveni appointed her. The NRM I believe in, is a party that democratically elects its office bearers," Prof. Bukenya said, adding "That is why for me, I still regard Mr Mbabazi as the substantive secretary general because he was elected following the normal procedure."
Prof. Bukenya said ,the way Ms Lumumba become NRM secretary general puts the party in disrepute, adding that ,this is the reason he has since declined to take part in any NRM activities organised by her.
"I have not involved myself in the purported registration and my name appears nowhere in her new yellow books. How can she then claim to have control over me?" Prof. Bukenya asked.
Last week, Ms Lumumba announced that Prof. Bukenya and Mr Mbabazi will face the party's disciplinary committee for flouting their party's regulations.
She said, the party is gathering evidence, video or audio recordings to pin the two rebellious powerful leaders for their continued association with the opposition upon which she will eventually take them to party disciplinary committee.
Prof. Bukenya is an NRM member and district party chairman in Wakiso.
This is the second time in one year NRM has threatened Prof. Bukenya with disciplinary action with the first being in May last year when he openly campaigned for Democratic Party's Brenda Nabukenya during the Luwero District Woman MP by- election who against the party official flag-bear, Ms Rebecca Nalwanga . Ms Namukenya won the seat.
Prof. Bukenya was speaking to journalists in Masaka Town at the weekend, shortly after police blocked him from addressing NRM youth in the area.
Mr Rogers Mulindwa, the NRM media official described Prof. Bukenya's outbursts against Ms Lumumba as childish, saying all that won't stop the party's process of taking him to the disciplinary committee.
"By refusing to recognise Ms Lumumba as our secretary general, he (Prof. Bukenya) is in fact committing another offense of insubordination to the party leadership. I never expected such utterances to come from a person at a level of Prof. Bukenya," he said.
On whether he still subscribes to NRM, Prof. Bukenya, said he can no longer fancy a party that suppresses people's freedoms, and vowed to continue with their common quest to unseat President Museveni.
"I belonged to the old NRM that sailed on principles of serenity and rule of law as well as respecting opinion of others," he said.
Mr Maxwel Ogwal, the southern regional Police commander said, the meeting, which was planned to take place at Tropic Inn Hotel was illegal since organizers had not sought police clearance. Prof. Bukenya said the police action acted out of panic because his meeting was intended at giving youth tips on how to fight poverty.
