IRREGULARITIES IN THE FDC GRASSROOT ELECTIONS IN KAMPALA!

The FDC public in Kampala is getting alarmed at the voting irregularities today in Kampala FDC Grassroot elections, with the process of the registration, documentation and monitoring being performed on the in the five divisions since it was gazetted by the FDC Electoral Commission this week.

I have so far received a total of 18 reports of the presiding officers not turning up in the designated polling centers in Parishes of Buziga, Wabigalo, Kisugu and Kibuli.
The statistics are as follows:-
The highest number of irregularities being reported are cases where FDC members who were registered in 2010 but their names are missing from the electoral register and they are now being told to register again. There is another category of members that consists of those that have never voted before and those who had voted in the past. A total number reports from those who have voted previously stands at 100 cases comprised of 60 and 40 respectively reported by those who had never voted previously.

The highest number of reports being received are from the Central Division with 50 cases, followed by Makindye East with 40 cases.

The overall highest number of complainants are youth aged between 18-25 years. Women complainants are leading the male complainants by far because most of them came very early to the polling areas and they have to go to work.

Loss of FDC Kampala Voters Register.
1. Registered as a voter now deregistered.
I have received 230 reports as many have checked their voting status previously and were confirmed as registered voters by the Chairman FDC Kampala. There was a case where the registered voter checked her status and found that it was still there in February but when she checked last week, no record was found in the filed returns to the FDC electoral Commission.
2. Registered and voted previously, now deregistered.
There are 103 reports such complaints received. Without a doubt, these are registered voters who have been deregistered without their knowledge.

Ms. Zuena of Makindye East, FDC LCV Flag bearer 2011, has complained that she has been living in the same address and voted in all previous elections including the one in 2011. When she had checked her status in September 2012 it was still intact but it is now missing.

Mr. Abdu Segujja, Kisenyi 2 Parish, Central Division Kampala who has voted before, reported that when he checked using his FDC card number in March 2015, found that there was no record at all. When he contacted the FDC Electoral Commission, they replied that no such record was found. When he checked again, no record of him being ever registered was found.

3. Never registered but now registered without their knowledge.

We received 20 of such cases from not just within Kawempe but from FDC members living in many parts of Kampala. We have tried calling their numbers but they say they don't know what is happening and some say that they are not even members of the FDC.

What is going on here?
- There is no FDC voters register anywhere in Kampala.
- The officers in Charge just come with pen and paper and it's a walk in, buy a card, register and vote.
- There is no opportunity for a candidate who wishes to stand for example as a Chairperson FDC Kololo 1 Parish to campaign because that process has not been provided for.

We are also concerned that phantom voters or impersonators will be voting for those who did not register themselves.
We fear that what we are uncovering in this last week is just the tip of the iceberg and that for the delegates conference slated for 12/06/2015, many FDC members will find out that they cannot vote.Some people are comfortably seating in some homes, nominating themselves, electing themselves out of the zonal unit and making up Parish Executive Committees in order to proceed to the Constituency.

This is an outrageous situation and we will not stand for it. As if it is not treacherous enough that non-FDC members are given the right to vote, as evidenced in the very bizarre voting procedures, now we have this – WHERE FDC MEMBERS ARE BEING DENIED THEIR VOTING RIGHTS.

This is a betrayal of the highest order by the FDC Electoral Commission and the FDC Party and we call on all FDC voters who can still vote to go out and vote today on the 6th of May to minimize the impact of fraudulent votes.
We also urge all those who cannot find their records at Najjanankumbi to also turn up in their respective Polling Centers and proceed to vote until they are told they cannot. They should then lodge a complaint with the FDC headquarters with the help of one of the political party volunteers, through their respective District Chairpersons i.e Kawempe, Nakawa, Makindye, Rubaga and Central Division.

As FDC members, we must not be denied our right to choose our party structures and the destiny of our Party.
