{UAH} Tribal politics: Here is a piece of advice for Museveni that he is free to ignore

Folks;

Some of COO's ideas here are so out-of-the- box that I can't help but me amused. 

Take this suggestion of incremental tuition to students according to the distance from their homes. I allow that limited exposure to other locales and cultures promotes inward thinking -  tribalism, racism -, but change of geography alone is insufficient to change minds.  

Ugandans have always traveled across the length of the country in pursuit of marriage, education, employment, sports, etc. Yet, millions of us are still bogged down with this cancer of negative tribalism.
