Ordinarily, good governance in a democracy at a macro level should first be
reflected internally within the different political parties. However, there
is no evidence of this in nearly all the major parties in the country.
Internal democracy is, in most cases, a reflection of what the national
politics looks like and it forms the core of good governance.
Recent development in some of the political parties in the country is not a
good indicator and demonstration of a healthy political environment in
Uganda. Our political parties are characterised by open fights, bickering,
acrimony, and intolerance, including backstabbing.
On July 1, it was reported that Lira Municipality Member of Parliament
James Akena staged a palace coup against Uganda Peoples Congress and
outgoing UPC president Olara Otunnu, and even got himself sworn-in. The
outgoing UPC vice president Joseph Bossa, in response said this was a
comedy because what had been witnessed was outside the UPC constitution. Mr
Akena now faces the party's disciplinary committee for holding an illegal
delegates conference.
The situation in the ruling NRM party is not any different. After being
replaced as the party's secretary general, Mr Amama Mbabazi is in a
ping-pong game with his party, which now wants him out for declaring his
aspiration for party flag bearer. He and former vice president Gilbert
Bukenya risk facing the party's disciplinary committee for failing to toe
the party line.
In equal measure is the issue of NRM rebel MPs, who were thrown out of NRM
over what the party called indiscipline. In the Democratic Party, a section
of DP members in Mpigi District has split from the main faction, accusing
the party leadership of failing to organise elections.
Recently, a group of DP members petitioned the party's National Executive
Committee calling for postponement of the delegates' conference. A section
of DP youth even stormed out of the meeting, accusing party president
Norbert Mao of being uncompromising.
Forum for Democratic Change party survived a split after the previous
delegates conference that pitted Mr Nandala Mafabi against Maj Gen Mugisha
Muntu. A similar situation pertains in the Conservative Party as well.
These fights in our parties spell doom for Uganda, especially at a time
when the country is preparing for general elections.
It's high time the parties' leadership exercised tolerance and practiced
democracy. If this does not happen, opportunists will take advantage of the
situation and the consequences will be dire.
