THE JUSTICE FORUM (JEEMA)
OFFICE OF THE PUBLICITY SECRETARY/SPOKESMAN
Weekly Press Briefing
Party Headquarters, Mengo, Kampala

EID MUBARAK
The Justice Forum (JEEMA), family wishes to generally share this joyful occasion of Eid al Fitr festivities this week, with the entire humanity and particularly the Muslim Ummah across the world.
We specially have faith in the Muslims of Uganda to seek Allah's intervention as our nation takes a delicate bend in its electoral process path this year.
We hope, by your whole month of sincere sacrifices, including foregoing strong human instincts of eating and drinking as well as sex during day-time, Allah will positively respond to your prayers and bestow upon our great nation, Uganda His choicest blessings.
Wishing you joy and prosperity on this day.
APPLAUSE TO THE REPUBLIC OF TANZANIA
JEEMA wishes to register our gratitude to the Republic of Tanzania upon the civilized manner in which it upheld its extradition commitments with Uganda.
We also applaud security authorities in Dar-as-Salam for their high discipline in observing the sanctity of human dignity during the period they apprehended and held the alleged Allied Democratic Forces (ADF) leader sheik Jamil Mukulu Alirabaki Kyagulanyi.
Past experiences in Uganda, however, indicate that there is a general lukewarm response to such civilized behavior.
Relatives of sheiks arrested in the wake of Muslim murders, for example, have since reported incidents of harassment as they sought to access their people in centers of detention. Some have indeed been arrested for exercising this right.
JEEMA, therefore, wishes to ask the government of Uganda to abide by the United Nations Conventions and our 1995 Constitution as amended 2005 against torture of suspects including sheik Jamilu Mukulu. It must grant unconditional access to him of his relatives and counsels.
We also ask government on this very issue to stick to the extradition agreement with Tanzania that centered on the suspect to stand trial for the alleged offences he committed and not 'extraordinary rendition.'
Rendition as a security practices often seeks to forcefully extract information from a suspect—a process characterized with inhuman and torturous practices.
We strongly believe that for Tanzanian to extradite Mukulu, it wished not to strain diplomatic relations with Uganda. But for Kampala to negate the extradition agreement with Dar-as-Salam will render that very relationship at risk.
Finally, we ask the NRM government in the spirit of promoting regional stability, like Tanzania did, to also ardently respond to complaints by regional governments such as the Democratic Republic of Congo and Sudan about the presence of their fugitives in our country. Whereas Kinshasa cites M23 under a one Sultan Makenge, Khartoum mentions Justice and Equality Movement (JEM) as well as Sudan Liberation Movement (SLM) rebels.
FOR GOD AND MY COUNTRY
